Disposition Authorities for Individual Classification for Headquarters Case Files. Part B: Classification 128. International Development Program.

The FBI established this classification January 4, 1950, to document its applicant-type investigations of the U.S. citizens or residents connected with the "Point Four Program" (International Development Act of 1950). The FBI conducted an initial 1,800 investigations in connection with the 1950 legislation authorizing the program. Few investigations were opened after 1953. The classification was still open in 1955, but obsolete by 1962. Personnel security questionnaires were received from the Foreign Operations Administration, a predecessor of the Agency for International Deveopment, and the FBI furnished the agency with the results of its check into the employees' background. FBI headuqarters was Office of Origin for these cases.

The FBI established this classification when it assumed responsibility for ascertaining the protection capabilities and weaknesses of defense plants. Each plant survey was a separate case file, with the survey, supplemental surveys, and all communications dealing with a plant insofar as plant protection was concerned, filed together.
